How to get to neo city?
It is so hard to train now! I looked on the map and saw neo city, and I went there. Is it still possible to get in there? Or do you need to do some quest to go in there?

Hans The Broker in magatia. Do his quest, also you need a Time Traveler's Pocket Watch everytime you go in and another person in the party.
u needa do a chain of quest which invioles finding rare watches to go in
