I guess he is annoying. Once shen gets a Randuin and Warmogs, he really is tough to kill
I especially hate his ultimate. One time the enemy team had an unorthodox combination of Twisted Fate(mid), Nocturne(jungle) Shen(top), Pantheon(bot).... guess what happened when they all used their ultimate.

Depends on the skill level, really. If pubstomp chars like Master Yi are viable, then Shen would be average. However, when players start to die less and less, wards are everywhere, etc., Shen brings too many things to the table, particularly with his ult.

I don't find Shen that op. I've been seeing a lot recently in my normal battles and they don't seem OP to me.
