He's talking about the 5-6 atk 9th anniversary scrolls obtained through the treasure hunt event
Depends on the item
a low level weapon would get more benefict for the 9th anniversary scrolls so does a heart
It will always be beneficial later on if you prime or 15% spell trace your weapons.
Prime scrolls will always give the best stats. It's way more expensive though.
assuming weapon, on a heart 70% would add 2 att
