You could think of them as 5th job. Instead of new skills (except for like 1 or two big attacks and a damage cap-raising skill) most of the hyper skills are buffs of your buffs/attacks. Like a hyper skill might increase rage's attack effect by 20% or increase the damage of ishtar's ring by 20%.

Hyper Skills are skills are buff up your normal skill, you get at lvl 140 - 200. you unlock these skills as u level from 140 to 200.
