Equipment Enhancement stats

How exactly is the boost given by an EE determined? I understand that weapons over 150 ATT get +4 ATT per EE, but what about other equips?
Say...shields. I have a 19 ATT warrior shield which I want to EE. Would EEing add attack though (and if so, how much)? Or would it only add to original stats, like STR and DEF?

It could be random like a chaos scroll, because my friend made some earrings and used 5 100% magic attk scrolls and when he eed there was 2 dex and 1 accuracy

EEs added 2 attack to my smg which were only 3 att..

That's what I thought at first too, but then I found cases where people had 10 ATT wgs, and EEing added 1 ATT.
Have you tested your theory, or is it based on what other people have said?
