Kunoichi and the Ashigaru drops the scroll.
I can confirm it from Kunoichi because I got it from them while i was doing the quests. It also in the monster book.
Selling shield att 30% offer if u want
Both 10% and 60% drop from monsters
Proof: Botters in Bellocan sell them. Currently 60% are 150-180m, 10% are 35-49m. Lots of them.

Yeah, I just figured out which monster does drop them.
I need them for a Maple Shield. I'm guessing Ninto drops them.
Edit: Never mind. They drop Shield for Magic Attack 30% scrolls.
they are drops in ninja castle ill let you figure out which monsters =P
60% shield for att does drop from some of the monster in Ninja Castle, but the spawn rate is terrible.
