English Paper Help

I got a few questions.
How do you cite a paraphrased sentence?
This is my essay 4 (research essay) i need to have 3 direct quotes and 4 paraphrase with an in-text citation. I have the 3 direct quotes but i dont know how you cite a paraphrased sentence...
This is one paraphrased sentence I have:
Many statuses in prisons have not changed from the past and the researchers still continue to target uneducated people to use in experiments.
The original sentence is:
The conditions in many prisons have not improved significantly over the past several decades, and most inmates are still poor, uneducated people of color -- easy prey for unethical researchers.
Is that how you paraphrase it?
And
I need help for my final essay.
The topic question I chose for this essay is:
Imagine that you have the power to enact one specific change in your community. What will it be? Describe the change and why you think it will benefit the whole community.
I chose to write about Job benefits. My 3 point thesis is about less working hours, increased salary and more jobs available.
I don't really know what change I should do and that's what I need help on.

Though, when i compare sentences, it seems they are separate ideas.

paraphrased sentence: statuses haven't changed (what status?) "researchers still continue to target uneducated people"(source?)

original sentence: "The conditions in many prisons have not improved significantly over the past several decades"
and " most inmates are still poor, uneducated people of color -- easy prey for unethical researchers"

if you want to summarize, i think you have to stay accurate.

Status=/= environment condition

researchers still target=/= uneducated people of color are easy prey.

sure they can be related, but they are not the same, which can change the actual original idea.
you might as well put a quote and cite that than paraphrase.
