Can I create UE without complete all KOC quest?
For example: the first quest u get in victoria island is cynical orange mushy. Can I make UE with a KOC that didn't finish those beginnning quest?

You just need to get all of your skills, level 100 skill, level 110 skill, and your echo skill.
you need to complete each and every important cygnus quest, I.E. all the job advancement quests including chief knight. it's to prevent the mass-amount of hacked cygnus from making UE characters
