It's for the "Login Servers" located at the top, if one of them is green that voice will say "Servers are up".

only assuming this because of recent announced ddos attacks, and isnt it weird if ALL the servers or every channel and logging page all got hit at once?

Stop assuming it's a DDoS just because the servers start lagging. Nexon's servers are not known to be the most stable; I highly doubt it's a DDoS.

well, the ceo of nexon did post on website talking about ddos attacks, and it happened like 20 times already during the last few weeks
