Until it's fixed, yes, that's true. Phantoms HS is better for big level difference.

but no, i would think bishop is better support than phantom
phantoms are the jack of all trades, master of none. they usually give rage (really good buff since it gives attack and defense), HS, and SE/abless. none of his buffs are affected by hyper skills though. bishops have HS that gives +30% drop and some other buff, and lasts longer. Abless gives like 50 attack? but, we're not just talking about buffs since you asked for support. they can heal, revive, and holy door for reviving you when you die. and their dispel is just fantastic. and holy shell too. and magic fountain.

Olly is hella funded, he's a terrible indication of bishop's damage...
I would say no, phantoms are better for backup HS when it comes to it. Phantoms are a versatile class and personally I find it stupid that there is a phantom v bishop discussion in the first place (not you).
i felt bad for bishops when phantom first came out because for the first time they were being beat out for spots at lhc. i think theyve made a bit of a comeback though

If you're speculating that a Phantom is totally tackling the job of a Bishop... I don't quite know. - Phantoms can carry up to three party buffs Bless and Holy Symbol from Bishops, while can still carry additional buff to boost damage. (Rage)
I can't compare damaging / other buffs to Bishops and non-fully buffed Phantoms, because I no Bishop.

Nothing is better at being a bishop than a bishop. Phantoms are only good as a backup.

In the end, the power is determined only by the way you fund the character.
Still, HS of a bishop is better than any other HS version.

I'd say they are about equal but then again bishop has shields and holy fountain.
