I think the percentage of getting one is below 5% since cubing a B nebulite to A has a 5% chance ( http://maplestory.nexon.net/FunStuff/Articles.aspx?boardNo=401&contentNo=00Djg&pageIndex=1 ) , and Nexon would not benefit others without spending NX on the alien cubes.

Yeah. I got 1 on the first char I logged on. +20% HP and MP recovery.
Well its obviously not going to be easy
no, I only have two characters over level 30, and no luck.
