It affects evans, however you do NOT need it to hit hard speed cap. MPE Green + DSI will have you already hitting hard speed cap without the IA. Me and a few other Evans did achieve this IA, but upon receiving it we realized all it did was save us the trouble from having to cast DSI.
Evans hit 2 cap with booster already. No bonuses will help beyond 2 UNTIL you break it with MPE green potion or rune of swiftness. With Rune of swiftness, you'll have 0 hard cap with booster, so it wouldn't matter, but with MPE green potion, you end up on 1 speed, which can be reduced to 0 with EITHER Attack Speed IA OR Crimson Queen buff OR Decent Speed Infusion.
Normally, +1 AS inner will not affect Evans. If you use MPE potion, it will increase speed by another stage after the potion. If you have DSI already, then it will again have no effect.
