Swift Rake Question

From a bit of googling I've done, it seems like not only do they harvest faster than a regular shovel, they also have a chance (or is always?) of giving you multiple herbs per plant. I've used my rake from 100% -> 93%, and I've never found more than one flower / berry per plant. Have they changed them, or is the chance of getting multiple prizes very low? From what people have said it sounded amazing, but it's been disappointing for me so far.
