@melonmel To be more specific than everyone else:

1.) Take the taxi in Leafre which brings you to the Blue Dragon Turtles.
2.) From there, go 1 map to the right which is the Red Dragon Turtles.
3.) In this map, take the top right portal which brings you to Dark Corinians.
4.) In this map, go to the bottom right into the portal.
5.) ?
6.) Profit.

Take the taxi from Leafre, go one map to the right, and go up to the portal at the top right... Not to the Dark Cornian map :o

By the soaring skill you mean the one that makes your mount soar right? Because if so, you need to go to the cliff place where Dragon rider pq used to be
