What the? Is this a glitch?
So i decided to make a phantom because I really like the storyline of his. Anyway, When i was lvl.20, i tried to do the quest where you have to talk to the 3 black wing guys, and after the first, I tried to talk to Wanny. It didn't work. He just gave me the normal chat box. I checked my quest log, and it said I completed the first one but didn't start the 2nd one. What's wrong?

His NPC changes 10-11 PST. I had this problem too on my phantom o.o . Just wait until it's 11:01 PST.
