Is this android face available through reg?

So i've seen this face on some androids

but the only way to change ur android's face is through vip and reg right?
and since its not on the vip list, i was wondering if it is reg?
if not..
does that mean i have to keep crafting/buying androids until i get the face i want?
and what are the chances of getting that face?
