It's because they reduced the exp needed to level for lower levels, but unlike before where if you had more then needed you were capped at 99.99% losing any extra exp you had, this time you kept it, which is why it goes past it. Same thing happened to my honor level was at 130% when I logged in.

Not really a problem. Just kill anything and you'll level up, pal. Still says 99.99%.
