I cant acces maplestory or anthing else really?

When ever i go to something like internet and other things like stuff in control panel and stuff i get an error saying

" Windows cannot access the specific device, path, or file. You may not have the appropriate permissions to access the item"

also i cant go delete my " inter security enhancer" or w.e some people were saying other other forums iv read because i cant get to add remove programs
i cant get to hkey_current_users either

please help someone
