Is it recommended to max out mortal blow? or can i just neglect it? 20% chance to kill at under 30% hp isn't that great....

I haven't pinned down the time saving yet. But in summary, the longer it takes you to kill a monster the more it helps you. And bottomline, it speeds up your kill rate, so why would you not want it.
