What comes after bullseye?
So im about to level to 140 and my bullseye is lvl 11, but that is not my concern. What comes after? I was going to max out revenge because its lvl 4 right now and It doesnt need a mastery book. But then i thought and was going to do RF for when my ship breaks at LHC. but then i thought about it and was going to do torp for when i get a mob in LHC.
What to do?

I wasnt going to do MW because most of the time it is provided already by a party. i was going to go torp.
By 150 you should have maxed out

Torp after you max PR and Bullseye. MW is usually already provided at LHC.
Ship, Cannon, Revenge, Bullseye, MW, Torp, Wrath. This is my personal build.
Try to go in this order: Battleship, Battleship Cannon, Pirate's Revenge, Bullseye, Torpedo, Maple Warrior, Wraith Of The Octopi, Elemental Boost
For certain purposes, I suggest putting 1 RF, 1 Elemental Boost and 1 Torpedo in the early lv12x then max them later on.
Well, i was 136 when BB hit, since i quit and came back a little after BB came. So i maxed out everything i had maxed pre BB, ship, cannon, 4 revenge, 1 RF, 1 ele boost, 1 wraith, 1 air raid, 1 torp, the only thing i dont have points in right now are MW and hypno.
I wouldn't put any points into RF. I'd max either Wrath or get Torp to 15 after maxing both Bullseye and Revenge. Someone else almost always has MW and it's usually either 19 or 29.
Don't max RF, leave it at Lv1. Go for either Torpedo or MW next after maxing both Bullseye and PR.
