If you can only get the hot time package on one character, is the AP reset scroll tradeable within the account?

It's very likely that you can share the AP reset scroll, since:
1.) You could share the SP reset scroll in past hot times.
2.) You can share the AP reset scroll you purchase with legend coins.
If I were you, I'd go online on your mercedes, since the tiara is a one-time opportunity, and AP resets can simply be purchased~
