I saw the maple leaf in the New Year Shop but i can't see if its perm or not.. can someone check for me?

I believe it is in the Event Hall.
Most of the stuff in that store says "Usable for 3 days after purchase"
What exactly does that mean?
Where is the shop? I can't seem to find it everywhere
