well since now i no where u can find the reciepes and have seen none and these capes give 1atk and 7 slots was wonder how much they could be worth

yup, it's a "dream" of mine to make a cape then miraculous chaos scroll it. who knows, with my dumb luck... 11att 6 slots? -trollface-
in all seriousness though, i am planning to make this, 4/200 dream fragments atm... LOL =P
The capes drop from the cygnus summon mobs that you need the etc's from to make the dream key. They're in the hallowed grounds. Just varified this via the monster book.
If you really wanna attempt to look for the dream fragments. Good luck to you.

They have a lower drop rate then pieces of time. I have trained in the cygnus knight stronghold for about 6 levels now (193->almost 199). None of the parties i've been in have ffound a single dream fragment. I have been doing the stronghold quests in my spare time, and have done all of the future henesys quests. I have only seen one drop in all this time. Once you are high enough leveled to check out the cygnus stronghold you will see what I mean. These dream fragments are very rare and the monsters that drop them are no slouches. Two hundred of them is just obsurd. They do in fact drop from the future henesys monsters though (giant snails/slimes/pigs/mushrooms) as well as the chaos ereve monsters (the upgraded forms of those birds) but no one trains there. They simply kill them for the quests and move along. Occasionally you'll have someone hunting for a recipe from one. The place where people actually train, the cygnus stronghold, is very tough. The monsters hit high and have lots of HP. The high HP means not many of them are killed throughout the course of training unlike how it is while hunting pieces of time while training in ToT.
These capes are virtually unmakeable at the moment. It would require thousands of hours of playing time, or perhaps hundreds if you are on 2x or 4x drops.
Edit: I should mention that this person is not trolling. I believe I know where these cape recipes drop too, and it's not from the empress. I don't want to tell because I don't want to accidentally mis-inform people. A guildie of mine knows, and if I see that my guess is wrong after the server check, I will ask him when he comes online.

well dream fragments acutally drop from the monsters like ToT
They're be extremely expensive, but the recipes would be extremely cheap. No one has 200 dream fragments to make one of these capes. Those are very hard to come by.
