I'm just wondering, how do you know if you get chosen for Tespia? Can someone please tell me? Thanks.

My guess is that the "getting chosen" part is mostly random. They can't afford tying up a lot of time and people going through all the players on MapleStory looking for "testers".
Possibly people who have been effective in previous sessions (playing the test game often, submitting bug reports or comments) are asked back, but for the most part it's just like winning a lottery.
You log in to the Maplestory website, and you'll get a popup saying "You were chosen for Tespia".
You can't miss it.
