Steps to perfecting a weapon?
What is currently the best way to get the most stats (W.ATT and base stats not including potential and bonus potential) on a weapon?
I've been reading about these +10 attack weapon scrolls, can I get some details on those?
Also, how expensive (and worth it) are S rank nebulites?
What are soul weapons?
What difference is there between a superior and regular weapon?
Sorry I have so many questions, I recently started MS up again and all the new stats are confusing me o.o

As for actually perfectly scrolling it, you have to buy about ten 10% clean slates for each slot you fail.
In your world clean slates appear to be 40-70mil depending on what you can find lol. So up to 700mil each failed a lot. I failed three out of eight on my weapon with 70% scrolls. Have fun with that.
Use spell traces now. On level 120+ weapons you can get 70% +5 weapon/magic attack scrolls. Its not amazing but its still pretty decent (considering 2 years ago +5 scrolls were the best you could get)
If you do commerci daily, you can perfect a sw weapon with the 70% +7 att scrolls (or maybe they are +6 att?; forgets o.o). There are special weapon scrolls in the commerci shop for denaros that are marginally better than spell trace scrolls
There isn't an event shop that has good att scrolls, and has easily accessible safety scrolls+protection scrolls at the moment. The summer shop does have safety scrolls, but the coins aren't easy to get.
Wait till Nexon releases 50+ Attack scrolls
Few bils for decent s rank nebs
+10 att are from events, they are hella expensive even if you find one
