It does seem a little low. (i have a CB, level 10x with no dex/str, using a clean 64maple wep who's range is higher by like 700...)
I think you can make a cygnus and get the bless (i'm guessing you don't have one)
You can also get some % luck. Your only adding 50... so i think you can use more =]
And you didn't show equips, so i can't tell you to upgrade
