You do the quest from Nienhart about the Maple Alliance being held in Victoria. Then you'll need to talk to him again, then Cygnus. After that, you'll get a quest from Shinshoo. Shinshoo then gives you Cygnus' Maple Warrior. Note: You'll have to move from ereve/victoria to leafre during both of those quests (ereve or vic, depending on where you accepted Nienhart's quest).
Simply put, you need to meet him at the ereve station on vic's tree platform. From there you move to Ereve. Nienhart tells you to talk to Cygnus, who says that Shinshoo disappeared. Shinshoo tells you to meet him/her in a hidden street (instant movement there). Shinshoo then tells you why he/she left ereve, then gives you the MW skill.

You have to reach Level 120 and complete the quest Shinsoo's Gift.
