You can buy them on other classes, xenons need to do a small questline to have access to the shop though.

You have to do the guys quest who's by the ship thing thats like the dimensional mirror. Once you've done it then you can buy them
It's at the Xenon's base. You can get their from Aqua Road or by using "Promessa Escape". You talk to this guy ( dont know his name ) and it looks like he sells equips and weapons xD.
the weapon vendor sell them at around 1m each in the xenon ship.
