Upgrade and downgrade Chaos Scrolls

Hey guys,

For those who often use Chaos Scroll 60%, given that the scroll worked, is there an equal chance of the item to be upgraded as there is for it to be downgraded? Or, is the upgrade more likely than the downgrade, and vice versa? Please vote for your opinion/experience for upgrade/downgrade rates.
