when does the hired merchant reset?
Like say my friend bought an item for 1 meso, then I put an item for max mesos unbuyable to take offers. When does that 1 meso go to frederick or whatever? I remember horror stories of people having a ton of over max meso items in shop and then someone being able to buy one of those items because the mesos in the shop went to fred or whatever

Yeah, the horror stories are from people pressing the "Tidy up" button that clears the sold items off the list and gives you the mesos. At that point the items can be bought because it would no longer put your store over max mesos.
The store itself only closes 24 hours after being open. And as @MeiGuiHua said, a hired merchant can last beyond the expiration date if you re-open the store a little before the time it's supposed to be gone. The store will stay open for 24 hours from the time you re-opened it (unless the servers go down), even if it's no longer in your inventory.
It doesn't screw up until you yourself withdraw the mesos. Then after that, your item can be bought for 9,999,999,999.
To be safe, I usually put the item up for 11 mesos or more. It shouldn't actually matter though.

when the shop closes entirely, thats when it goes to fredrick, which is 24 hours
Uh it stays in the shop and as long as you have mesos in the shop no one can buy anything for max.
Just don't press the sort items button.
Unless things have changed nothing gets sent to fredrick until yoru store closes
