It means the two if you do word by word translation. In french, it doesn't really make sense. UNLESS maybe it's "Le deuxième" OR "Le deux" as an picking the number or pointing out the number two.

Pronounced with both rhyming with "the" unstressed. The "deux" vowel is stretched out a bit more though.
