and a lvl 80 unique thief shoes get combat order
or does either 1 or bith the other have to be legendary to get those skills on them

Any pants that are 70+ and unique+ can get HB.
Any shoes (I think 80+) and legendary can get CO.
yeah, they gotta be legendary.
better to buy tier-up durability equips to make things easier.
