What I mean is, if they were in the files already, the information on the totems would be available. Since there is no info on the totems, that means they aren't in the game yet and cannot be "extracted". So if this is the case, patch notes should say the stats before extractions because the notes are posted before the patch whereas extractions happen after the files are updated.

Wouldn't the patch notes always come up first?
From what I understand:
Patch notes = released the day before patch. Extractions = obtained from the patch unless the content was added in an earlier patch.
