$2000 for 3m range. Not too bad..
I have the 6 set effect for the 9th anniversary black set that gives me like another 20-25k and it didn't really cost me much rather than a bit of time everyday.
I onyl get 56-62k range buffed.... eh....

1.5 mil range with 200+bil spent I long forgot how much 100k range cost for a Db... for others it's like 5 bil to get a meh weapon, spell trace all gears and then you'll have around 100k at lvl 200
The best way to improve in my opinion is link skills at the beginning. You should work on link skills especially if you don't have a lot of mesos. I suggest Kanna (10% damage/ All @ 120), Demon avenger (10% damage), and Xenon (10% all stats) in that order first for the highest range boost. If you do those links first it wouldn't take much to get to 100k range plus you could always use them for any characters.
To answer your question I don't think it's really worth funding a db unless you put a lot of funding in it. Also it can become a pretty annoying class with all the buffs and tedious problems you'll face. If you like the class a lot then go for it but if not I don't think it'd be worth it.
I have 110k clean range with full CRA set, scrolled 264atk fafnir dag and 139atk VIP katara. About 64%luk total giving me a total of about 3k luk.
I also have full reinforced set.
It is worth it if you fund a ton on it, but it isnt worth it if youre only going to fund it to 100k range.

total prices = 1.3b. that might get you.. ~50~56k range.
Probably around 6 Bill, at least.
