So I have this level 132 NL. Pretty much clean in terms of equips except I have the most important piece, the claw.
The claw is a 116 attack craven. But other than that I have no equips at all, I you could, please write up a quick list of equips I should get and could get with about 50-90k nx cash.
I haven't played in a while and don't really know what equips I should be aiming for. Thanks alot.

Buy 6%luk cape 200m-300m
8%luk-10%luk shoes 500m+

also dont waste your money on ilbis since your lvl 132 already either buy hwabis or bfuries or infiite stars if you can find or afford them
illbis are only good from lvl 10-69
um you could go ahead and buy a MoN or Htp 6% luck shud be around 400-500m

I left out that my friend gave me a 6% luk top and 9% luk earrings - with those items being gone off your list what else should I get? Oh and I also have a clean htp
If we're talkin minimum 50k nx its going to be about 2.5b so
500-600m Evo rings as mentioned bfore hand for rings 1+2+3
Purchase top and bottom 6% luck for around 300-400m each in fm
9% luck earings for 60-90m
15-21att wgs duped are pretty cheap around 200m atm
CZak with 6% luck will be about 500-600m

I don't think he's stopped playing for that long if he has a 116 ATK craven, and I don't think it was needed to ask that as a lot of equipment gives ample DEX like you said.
You have a pretty large budget and I'm not exactly familiar with the prices, but some things to consider:
- Ring: Evolving Rings
- Belt: Any with %LUK on it
- Hat: Zhelm/Scarlion/Targa Helm
- Gloves: idk
- Earrings: Halfblood w/ %LUK
- Empress set (Lv. 140 gear) [Note: very expensive and I'm not sure how the market for the claw itself is]
