Depends on class. He does it every 20%. Assuming you're an I/L use frozen orb to hit the HP threshold form a distance and teleport to the other side of the screen.

Use freezing breath, it's only good every 120 seconds but still awesome for that one time

Get him to one side of the screen to where you can't see the other side, when he uses quickly get to that other side of the screen.
Sometimes you can survive if you hug the corner... Otherwise, I don't think you can.
