Exp Penalty Changes

WHAT? Does this mean that we must kill monsters that are our level or higher?
What is this monstrosity? o.o

It says removed penalty.... that means kill what ever you want.
It was [b]removed[/b], not added.
simply what it says if u kill a snail ull get normal xp instead of 0 at lvl 200
