if u go to that japanese place that Spinel takes u to (i think its spinel) she takes to to Zipangu i think. talk to these 2 dudes by one of those carriadges moved by people and they'll take u to this ninja hide out. the weapon seller has Shinobi Bracers and some other cool weapons
Edit: i tried going there to make sure, it appears u need to do a prequest and be level 160+ to do it.
Edit 2: my drk has done the quest, so i can buy it from the npc from u. its 15mil
