Honestly, everyone does the same thing. The treasurer does the same exact thing as the president, same with the secretary. Usually the club advisor (the teacher in charge) handles all the money and records stuff (or everyone records stuff at times), and the leaders just give ideas and execute them.

You can start an "english club." Everyone has spanish clubs, latin clubs, etc., what about our own language, right? And you can make it British themed to attract more people

And if your school doesn't already have a bowling team, you can start a bowling club/team. In my school, Japan club is probably the most popular; they have events where people play Wii, watch anime, and go to the nearby japanese super-market/food court.

Ohhh and you have to fill in the gaps that the other positions don't take care of
you need to somehow publicize your club; posters, morning announcements, whatever rocks your boat

and we don't know how to make your club fun unless you tell us what it is @_@

I think the pres is the one in charge, so you're the one who organizes what the others do and make sure everything is going well
you're also the one with the final say in what the club does
I think you're also the one responsible for looking for an advisor and contacting administrators whenever there's a need

in other words you pretty much are responsible for the club

Yeah my school is the same thing. You have to get 300 signatures petition in the school every year to create or continue your club. Dx
