Wasn't a thread like this thread made like a month ago? Pretty sure I remember replying that, if you wanted to see a female Neinhart, go to Lilin in Rien Harbor. According to the Grand Anthaneum, she's his younger sister.

This may not be the reason but it's a common one...why the hell do a majority of people think, 'long hair = girl' dudes can have it long too. Just as much girls can have short hair (to which I think is really cute).
