When you reach level 10, just wait on February 6th. Just talk to gaga and he will upgrade it to tradable. The long wait is the worst part. For the first Evo Ring, it was automatically updated on the 17th day. Then again, they only gave people 17 days to actually complete it. They changed the rules for the 2nd Evo ring and gave people about 5-7 days of leeway.

I'm just waiting for the 4th Evo ring and they make all 4 evo rings a set that lets you summon Captain planet.

The Ring Event was originally supposed to end January 31st, hence the message Gaga is telling you.
However, Nexon extended the event as you know to February 6th, which will be the day you'll be able to make it Tradeable.
Nexon simply didn't alter Gaga's original message. So don't worry, it's not a glitch c:
