Ghost pirates do do alot of damage. I think personally you would be better off at romeo and juliet pq (magatia) untill atleast 110. Then from there you could transition to warped time and train there till you are of sufficient level for lhc. Although the requirement is 110 for LHC it is very hard to get a party at that low of level because you are almost going to be leaching for the amount of damage you will be doing.
Not really, we have the nerfed LHC so he wont be leeching there.
How about pot usage? I saw the Ghost Pirates do lots and lots of damage.
I dont know for a mage, i only went there with a WK so i didnt use many pots. The exp is very good there if you attack with fire though.

You can try pirates at mulung, crockies at LHC or Dual Ghost Pirates at Ludi(this last one is fire weak)
