idk how to get sweetliquid

In order to talk to him you need an quest to pop up. Oddly enough this only happened to me after equipping my first tyrant cape. I assume the quest peocs after equipping a new level 140-150 item.

@Thec0w & @StraatLamp thanks both of you, the SC yesterday changed Pietreno though I think, I still haven't obtained a SW item but I can talk to the NPC now at least. Gotta get my hands on a clean SW Katara

I think you need to get to the third port in the trade thing before the npc will react to you. Npc didn't react to me for a while either, then I hit the third port, talked to him and he responded. Makes sense too considering the third port is when you can start actually getting the SW equips from the boss.

i could talk to the npc after the sc from yesterday without doing anything, had no sweet water equips in my invent/equipped

You have to get a sweet[water equip (any) in your inventory first, then you'll receive a lightbulb quest which you have to accept and clear (just talking).
Afterwards you can talk to the NPC at any time.

Clicking him currently just does nothing, he has no dialogue box/doesn't seem to respond at all. All quests are complete and I'm up to Herb Town on the trades.

@PurityEND Some questions if you don't mind:

1. So you need a SW weapon and the weapon you wish to turn into a SW weapon in your inventory at the same time, correct?
1a. Do you lose both weapons when upgrading the 140/150 into the SW?
2. Does the NPC talk to you if you have a SW weapon and a 140/150 weapon in your inventory at the same time, if so, what dialogue does he have?
3. Did you do the upgrade directly through the NPC or did you use one of the purple Anvil items?

does it remove your original item from your inventory in the process

@above yep, you can use ANY level 140-150 equip to transpose (95% sure about this)
So it's completely untradable... I might just go for the 4 set bonus only then; weapon isn't worth it.
