Question about Justice Patch

I saw at the bottem that they're nerfing DS and Merc
Did that already happen or is that going to happen?
I know it sounds stupid but my friends told me that DS already was nerfed the hell out of and on this page there's a bunch of stuff that I know already happened.
So maybe the nerfs aswell, but I'm not sure.
Help anyone?

Well, I'm still hitting around 40k at level 131 with basic attacks
