I think it should be the seller since he's the one with the general price range that he wants to sell it for.
However i love it when someone tells me to offer when I'm buying something.
Usually I undershoot the actual price of the item dramatically and they just tell me how much they want for it.
HOWEVER, occasionally I get some noobs that say, "ok" and I end up scoring the item for 95% off.
recently purchased an Evo Ring II Lvl 17 for 10m and shadow Shifter 30 for 6m.

If I'm selling, I usually spam the asking price along with the item so that they know the general amount I want, then they usually counter-offer.
I hate offering first to a seller because 9 times out of 10, if they don't like your offer, they will never talk to you again haha
