I believe it lvs up as you train using it, kinda like how people have to "train" their CK mount before use. As for INT, if you mean INT gained through lving the equip I think it is random on the amount of INT it gains each lv. There is min and a max increase it can get each lv, you have to check Hidden-street for it.
