Is this a good deal for my 9% LUK 27 ATK VSS? He is offering Evolv Ring 3, this Elemental Wand 5 (see screenshot), and 850m. Is this a good deal to take on my VSS? Fast answers please and thank you!

27 ATK VSS survived through 4 of Nexon deletion waves in the past 1~2 years.. I doubt theres a high chance it'll be deleted.
38 Atk is a different story though..
