Facing problems when using Skype to Phone service

So, I have been trying to call 1800 numbers from outside America by adding a "+" before the number which works on normal phones and with my friends..... What happens is that it rings once then stops ringing, shows that there is time passing with "0c/m" under the time and disconnect after 12-17 seconds. Please note that 1800 numbers are toll free numbers and do not require Skype credit, it is also verified by Skype.
Note: I tried many numbers including 1855, etc....
