I believe you can't fuse items if (1) they don't have any slots or (2) it has an expiry date.

I did the same with merc arrows..
I just used some pot scrolls on all of them till i got something a decent 6% dex
but if you're going for godly you might want to use epic/unique scrolls or just cube them
