If you are super patient, you can get rewards points and get the 2 shield scrolls then use the 15%'s and then wait for the next month and repeat. If not, do what he people above me said.

I would 70% everything. It's what I do usually for my mule's CRAs.

CoGs and iCoGs are what you'll eventually use. Having +20 attack on them is much better than having like +40 or so mainstat. However since you're so low funded, just spell trace them and do a bit of starforce (maybe to 5 stars each). Eventually you'll just buy new ones (they're cheap for bowman) and then you'll be able to chaos them. If you have any spare normal chaos scrolls you might want to just yolo a couple. CRA shirts are what, like 10mil each? I did that with my bowman and yolo'd a shirt to like 9 attack with 3-4 chaos scrolls, then filled the rest of the slots with spell traces.

Same answer with above. Using lower chance scroll WILL get you stronger but with your money, not worth trying.
Also, I've thought before about using goodness chaos scrolls but soon realized that not much worth it.

100% spell trace them. Look at the difference in the 100 70 and 30. It is nothing for the slots you will have to slate.
